Herb garden planning

Our plain little suburban house has a plain little 2 foot wide patch of soil in front of it with a couple sad looking shrubby things that I've done my best to prune and perk up. This garden is on the east side of the house and we are a northern zone (4b).
I've managed to put some raspberries in by the pine tree (they like the acidic soil).
At my old house I had a few herbs and flowering plants in a Mary garden, which I really miss. I'd like to do something like this here.
I'd also like to put in a serviceberry somewhere and need help knowing where best to site it.
