Gutter cleaning/replacement

I currently need the gutters on my home evaluated - tell me if they need to just be cleaned, or replaced. Bonus points if you are able to do the work as well. I currently have 2 downspouts which disappear into my driveway and I suspect are bringing water close to my foundation and would like to know the best way to change the setup so the downspouts don't go into the ground.
I'd like to have the gutters evaluated by November 2016, if possible.
The right person will be local, able to both evaluate the situation and provide service if necessary.
