Photoshop Skills Needed

I am a game designer looking for a card creation program or algorithm where I can fill in a data sheet and it will populate a basic card template, one that is printable. Ideally, the cards would be printable in specific card size, 9 to a page. This setup would allow me to fill and print as necessary. If this is done in photoshop... all the better.
Alternatively, if there exists a program or algorithm in the public space that can accomplish what I need for free/affordable and you can find it for me I would consider donating a finders fee.
Actual Simbi amount given is negotiable, I am sitting on several hundred. But the program would need to be testable to ensure I am getting what I am asking for.
