External Hard Drive Data Recovery

I have a My Passport external 1 TB hard drive, by Western Digital, which a child knocked off a library table in June of this year. When I plug it into my laptop, it no longer shows up, though the light still turns on. A friend looked at it, and said the platters were pristine, but he was unable to get it to spin up properly. It contains less than 500 GB of very precious data, including photos and videos of my children, and important legal documents in my ongoing custody case. I have been displaced by the volcanic activity on the Big Island of Hawaii, and am currently in Canada, where I am not allowed to work. I do not have a budget for expensive data recovery, which I have researched, and found to cost a lot. If you can help me, I will gladly pay in Simbi, or do an exchange of your choice within my skill set. I can mail the hard drive to you, if you are distant from me, and there is a possibility that I could come to you, if you are not too far away, since I am currently without a home, and living in my minivan for the duration of my court case (until late November).
