I've used the following steps to write proposals for NASA SBIR/STTR grant application...
Step 1: Identify the problem; What are you trying to solve?
Step 2: Specify constraints; What are you limited by?
Step 3: Identify existing solutions; What options currently exist, given the current state of the art?
Step 4: Identify a new solution; What new solution can address the problem, under the specified constraints, where the current state of the art falls short?
